Summary by Sourcery

Remove obsolete source code links from the start help menus, update the developer contact link, and refresh the startup image

Enhancements:

  • Remove “Source Code” buttons from both chat and PM start help keyboards
  • Update the developer contact button to link to @Offline11_bot
  • Replace the startup image URL with a new hosted file
